It should pressurize the fuel system on the first turn of the key to on. From there it should hold pressure and the pump should run while cranking to keep pressure to the system. If turned off and back on soon after the pump will not run if the pressure is still there.

Tap them lightly with a screwdriver and have someone turn the key as your testing. If you do then you know your ignition is working. If you do have a spark then pour some gas down the cylander and put back plug and see if it fires.
