AMD views temps up to 90C (5800X/5900X/5950X) and 95C (5600X) as typical and by design for full load conditions. Having a higher maximum temperature supported by the silicon and firmware allows the CPU to pursue higher and longer boost performance before the algorithm pulls back for thermal reasons.i have the 5800x and with the DRP4 i was nearly hitting throttle temps 90 .. i replaced with the arctic freezer 2 (280) and the temps and massively improved .. idle 22-32 and under load between 55-71 Depending on game. An intel at idle drops speeds and voltages on all cores, but all cores remain active, so any background tasks get spread out amongst multiple cores. Temps are only reported on the hottest of those cores at any given time period. On my 5800x, temps dropped about 5-7 degrees during r23. It would peak at 71 degrees at 4.65ghz all core. ...
